Fall/Winter Wear for Apple Shape

As a women with an apple shape (meaning I store fat in the belly area and have some-what large breast) I find that Mini-Skirts and V-Cut tops work best for my figure.

The problem is that I'm always cold. As such I want to build a Fall/Winter Wardrobe that is Flattering, Sexy and comfortable for me, without breaking the bank. I also find that Fall/Winter colors tend to be rather dark and drab. As an African-American female bright colors tend to look best on me.

Any suggestions on where I should look for such apparel?
